Standing Committees

The structure of the City Council Standing Committees was established in order to increase efficiency. Any proposed ordinances are sent to the appropriate standing committee for in-depth discussion and review before a final vote can be taken in a Formal Council Meeting. Each Standing Committee has three members of Council and an alternate.

 

Committees hold public meetings once a month. Through the review process, standing committees may recommend that Council either approve, reject, continue, refer, or withdraw a piece of proposed legislation.

 

The following is a list of each standing committee and its members and responsibilities, as well as links to where their meeting agendas and summaries can be found. More information can also be found here.

 

Public Safety

Members

  • Reva Trammell – Chair

Responsibilities 

To monitor and recommend to Council official policy on the following:

  • Law enforcement

  • The judiciary

  • Fire safety

  • Ambulance Services

  • Emergency Communication

Responsibilities 

To monitor and recommend to Council official policy in the areas of:

  • Recreation

  • Social Services

  • Public Health

  • Mental Health Services

  • Substance Abuse Services

  • Human Advocacy

  • Public Education

  • City Library System

 

This committee balances the primary role of the Richmond Public Schools against the responsibility of oversight imposed by appropriation of public funds.

Responsibilities 

To monitor and recommend to the Council an official policy on the City’s financial health including

  • Budgetary processes

  • Revenue and expense structures

  • Internal and fiscal controls

Responsibilities 

To monitor and to recommend to council an official policy on land use planning, environmental issues, and housing throughout the city; to provide all facts about transportation in the City.
